To support our continued growth and high safety ambitions, we are now looking for an experienced HSE Manager Sweden to ensure a high and consistent Health & Safety standard across our Swedish operations while contributing to the development and alignment of selected global HSE processes.

About the role

As HSE Manager Sweden, you will play a key role in safeguarding health and safety across OX2’s projects and operations in Sweden. You will lead the implementation, governance, and follow-up of core HSE processes within the Swedish organization and act as a vital link between local operations and OX2’s broader Group HSE framework.

The role is both strategic and hands-on, combining system ownership, audits, training, and process development with close operational support to construction sites and project teams across Sweden. You will also contribute to continuous improvement and harmonization of common HSE ways of working across OX2’s markets.

Key responsibilities

  • Conduct internal HSE audits and ensure timely follow-up and closure of actions

  • Provide Health & Safety support to construction sites, both remotely and on site

  • Lead the harmonization and streamlining of Health & Safety processes across markets

  • Update and refine construction-related HSE requirements and ensure compliance

  • Develop new HSE procedures and support their implementation

  • Maintain and oversee the ESMS structure and ensure compliance with its requirements

  • Hold overall responsibility for OX2’s ISO 14001 and ISO 45001 management systems, including certification, external audits, and continuous improvement

  • Define and integrate HSE requirements into procurement processes and RFQs

  • Evaluate contractor Health & Safety pre-qualifications during procurement

  • Ensure high-quality incident reporting, investigations, analysis, and follow-up actions

  • Lead Lost Time Injury (LTI) follow-up meetings with Construction teams across all markets

  • Deliver HSE introductions and incident reporting training for new employees and system users

  • Review project HSE plans and RAMS to ensure adequacy and compliance

  • Support Construction Project Managers in new projects, including HSE documentation, incident reporting systems, and SharePoint structures

  • Monitor legal requirements and ensure compliance with new HSE-related laws and regulations

  • Lead and coordinate the Safety Committee for OX2 Sweden

  • Contribute to selected global HSE initiatives, cross-country knowledge sharing, and development of common tools and standards

Authorities

  • Define and approve Group-level HSE requirements, procedures, and standards

  • Request corrective and preventive actions following audits, incidents, and non-compliance

  • Approve or decline HSE-related contractor pre-qualifications

  • Escalate serious HSE deviations and recommend suspension of work when necessary

  • Approve critical project HSE documentation, including HSE plans and RAMS

Qualifications and experience

 

We believe you have:

  • At least 5–10 years of experience in Health & Safety management within construction, energy, infrastructure, or other high-risk industries

  • Solid experience in developing, implementing, and improving HSE processes and management systems across multiple sites or markets

  • Strong knowledge of construction and operational HSE requirements, risk management, incident reporting, and contractor evaluation

  • Experience working in international environments and across different regulatory frameworks (experience from renewable energy is an advantage)

  • Strong communication and interpersonal skills, with the ability to engage effectively with project teams, site personnel, contractors, and senior stakeholders

  • Strong analytical skills with the ability to interpret incident trends, audit findings, and risk data

  • Practical experience conducting audits, reviewing RAMS/HSE plans, and supporting site operations

  • A relevant academic degree in occupational health & safety, engineering, environmental science, or a related field—or equivalent competence gained through experience

  • Fluency in English; Swedish or other European languages are considered a merit

  • Good MS Office skills and experience with digital HSE systems and document management platforms such as SharePoint
